This Ordinance was introduced in accordance

with the instructions contained in the Secretary of State's

despatch of the 24th October, 1916, It is founded on the

Anglo-Portuguese Commercial Treaty Act, 1914, 5 Geo, V.c.

In my opinion this is an Ordinance to which His

Excellency the Governor may properly assent in the name

of His Majesty and on His behalf.
